Report Manager Parameter Entry Area Scrolling

Is there a way to enlarge the area where report input parameters are
displayed on report manager? Right now, reports with many input parameters
require the user to use a scroll bar to view all parameter to inputAFAIK, no.

Report Header and Footer

Is it possible to fix the position of the Report Header and Footer while
scrolling?

As far as I know, this functionality does not exist. That said, you
can have a table/matrix control repeat on every page of the report (in
the report body) that has the header set to freeze pane (similar to
Excel), via:
Select the top-left corner of the table/matrix control in Layout view -
> Right-click the table/matrix control and select Properties -> near
the bottom (below Header/footer:) select 'Header should remain visible
while scrolling.'
